On my board this never actually runs the f prime software, but gets stuck opening sensors. I only have 2 solar boards here but they are not turning the load switches on |

Description
This PR creates a generic zephyr device monitor that only checks if the configured device is ready. This is intended to be used to initialize face devices only if the TCA and Mux addresses are available.
